Message to All - Monday 22nd February

ONLINE SURVEY RESULTS

RESIDENTS in the Thames Valley (Buckinghamshire, Oxfordshire and Berkshire) believe the cost of policing the region is value for money.

According to a recent survey of Thames Valley residents 58.4% believe the current level of council tax for police services across the region -

£151.27 per year or £2.90 per week for a Band D property - represents value for money.

A further 15.3% said 'don't know' and 26.4% felt it did not represent value for money.

The online survey, which was conducted between 26 January and 3 February 2010 by Thames Valley Police Authority, was emailed to over 21,000 residents via the police force's community messaging system.

Nearly two thousand people responded and took the opportunity to give their views on value for money and the Authority's proposed levels of police council tax for 2010/11.
 
Of the 1,866 respondents:

50.6% were prepared to pay more council tax for improved services;

9.3% 'did not know' and 40.1% would not be prepared to pay an increase

Of the respondents who would be prepared to pay an increase for improved services (50.6%), the level of increase they were prepared to pay was:

o        1% increase - 18.5%

o        2% increase - 32.6%

o        3% increase - 36.5%

o        More than 3% increase - 12.4%

Khan Juna, Police Authority Chairman, said: "I want to personally thank everyone who participated in the council tax survey.

"What you say matters to us and will be taken into account, along with many other factors, when the Authority decides on the police budget and level of council tax precept to set for 2010/11."

Police issue warning about fake £20 notes in Banbury

Thames Valley Police is warning members of the public and businesses to be vigilant after fake bank notes were discovered circulating in Banbury over the past two weeks.

More than £400 in fake £20 notes has now been seized by officers from three of the town's licensed premises.

Sgt Bryan Percival, from the Banbury town neighbourhood team, said: "We arrested two men at the Fleur De Lys in Broad Street on the 24 January, who were detained by door staff after they allegedly tried to pay with forged notes.

"At the time we believed this to be an isolated incident; however, a short while later we discovered that another premise had been targeted and another discovered last week following a pub watch meeting.

"We believe that pubs and bars are being targeted as they are often busy, darkly lit venues, where staff are trying to serve customers as quickly as possible."

All of the forged notes have been £20 and of a varying degree of quality.

The forged notes can be easily identified:

The metal strip that runs through the forged notes is painted on in silver paint and does not run through the note.

The type of paper used is noticeably different to that of genuine bank notes

The Harlequin design in the top middle section of the Queen side of the note where it says Bank of England is missing from all the notes (visible only with UV light).

A genuine note does not absorb the liquid from a UV marker pen.

The two men, aged 23 and 24, have been released on police bail to return to Banbury police station on 1 March.

Sgt Percival added: "We would urge anyone with information about this to contact us as soon as possible."

Sgt Percival has created a Youtube video with hints and tips of how to spot a fake £20 note.

18TH FEBRUARY 2010

It had been to report to us today that over last weekend a Female described as 5' 6", blonde, wearing a yellow jacket was collecting door to door for the Haiti Appeal in the area.

She was asking for bank details at the door.

Wednesday 17th February

Two distractions burglaries have taken place involving bogus police officers.

One occurred in Bicester at 5.15pm yesterday in Ray Road, Kings End and another in The Fairway, Bretch Hill, Banbury at 8pm last night.

In both incidents males claimed to be Police Officers and gained entry into houses.

Three males have been described as white, 20yrs,one was tall, slim, fair hair, wearing dark clothing, another described as 5' 8", short black hair, blue jeans and average build.

A black car possible a ford focus was also seen at both incidents.

Tuesday 12th January 2010

Please be aware of an incident that occurred today at 11.30am in
Kidlington.

Two white males wearing high vis jackets knocked the door of an elderly resident.

They offered to clear the driveway of snow for £50 cash.

The elderly resident thought that they were from the council and paid £50 cash and males left.

They were driving a blue van, and could be travelling around the Cherwell
Area.

Please alert neighbours especially the elderly.

Tuesday 5th January 2010

Please be aware of the following which occurred on three occasions in
Adderbury Village on 27th December.

3 males wearing blue overalls and stab vests, stated that they needed to
get into victim's addresses quickly and check it, as a suspected burglar
has been stopped with cash further down the street.

  Males show a stolen Police Warrant Card as ID, one victim saw that it was a female's name.

Please do not let any unexpected callers, into your home even if they
appear to rush you.

Take police warrant card or the name and shoulder number from it and phone
police on 08458 505 505 to check their identity as a genuine officer.

Thursday 17th December

Sightings are requested for a Green Mercedes vehicle, with the vehicle
plate covered over.

This vehicle was last seen travelling on the A361 in the Banbury Area.

Please telephone the police on 999 with sightings and direction of travel.

Please quote URN 886   17/12/09.

A suspicious incident occured in Mollington village last Friday morning.

A plain white van was parked in the village and when approached by a
resdient the male claimed he was a policeman " observing".

Please can you keep a look out for any suspicious vehicles especially
vans. 

Please always take the registration number and try and gain a
description of the driver and any passengers.

If anyone states they are the police, ask them for their shoulder number
and name.

This can then be checked by calling the switchboard 08458 505
505 and asking if that officer should be in that location at that time.

505 with any other information for the attention of Cherwell Priority
Crime Team.


Sightings are requested for a White Ford Transit or truck P545 DTT seen in
suspicious circumstances offering gravel in the south of the area.

The male with the vehicle was described as physically strong, vaguely
menacing, not threatening, muscular, dark short (not shaved) hair, no
facial hair about 5ft 10.

25th November 2009

A distraction burglary has took place at 4.30pm today in South Newington
Village.

The white male claimed to be from EDF Electricity.

He is described as white, late 30's, wearing a parker coat, Dark track suit bottoms, Black trainers with a beige strip and a dark grey woollen hair.

He is thought to be driving a small silver car.

Please alert neighbours as he is possible travelling around the local
area.

Monday 18th November

A Distraction Burglary took place this morning in Towcester, Northants.

As you are aware recently we have been targeted when distractions have
occurred in neighbouring areas.

An 'R' Reg. Silver Vauxhall Vectra was seen.

A white male with an Irish accent, 5' 5", 40-50yrs, wearing a baseball cap and over coat. Claimed to be from the Gas Board.

He pushed the elderly male and stole his wallet.

Message to Cherwell
We have had reports of spare wheels being stolen from vehicles where the
wheel is accessible from underneath the vehicle.

Transit Vans have been the main target.

If you own such vehicle or know of someone who has one, please can you
ensure that you check before making your journey that the spare wheel has
not being stolen.

Also can you alert neighbours and remain extra vigilant, please report any
suspicious activity to police on 08458 505 505.

6th November 2009

There has been another distraction type burglary in Souldern yesterday
lunchtime.

This time the offenders phoned the victim saying they were from the Water board and they were going to be calling on her.

They arrived and have stolen items from the house.

The victim is very elderly and didn't call the police when it happened as she didn't want to waste our time!

It has been reported to us this morning by a visitor to her home.

Please make all elderly people in your area aware of this new method of
ringing first and that they should be extra careful about allowing anyone
into their homes.
 
Please encourage everyone to report anything at all suspicious immediately to the police.

27th October 2009

We would like to make you aware of several incidents today.

At 0930 there was a cream Renault van in Bloxham Road Banbury where 3
large men were going door to door with carpet swatches.

There has been a distraction burglary in Middleton Cheney - Electricity
company m.o.. and two distraction burglaries in the Reading area where a
young boy asked to look for his ball in the garden.

Please remind people to be extra vigilant and if you have any information
at all to help with enquiries please call the priority crime team at

26th October

We have received information today that Burglars could be stealing
recycling bins/boxes to use during burglaries, across our area.

Please can you report any stolen recycling bins/boxes or if you come across any that have been dumped.
23rd October 2009

This morning there has been a distraction burglary in Wheatley near
Oxford. We know that sounds a long way away but last week there was one at the same time in Wheatley and the  next offence, later in the morning, was in Deddington near Banbury.

Offenders have gained access to the house saying they were from the Water Board.

They are described as being in their 30s and smartly dressed. One
had a brown cap, grey jacket and blue shirt and the other was wearing a
waistcoat.

When challenged they made off at speed in a dark coloured saloon car.

Please be extra vigilant and report any suspicious activity immediately to
us using 999 if you believe there is a crime in progress.

9th October 2009

On Wednesday there was a distraction in Market end Way Bicester, which has only just been reported where an elderly gentleman had some people in his home who said they were from the electricity board.

No further details at this time.

There was another burglary in Market End Way Bicester during the day
yesterday 8/10/09.

Offenders gained access to the property via an insecure toilet window.

There has been a distraction burglary at 0915 this morning in Wheatley
near Oxford.

Male described as white, short height, dark hair, clean shaven, wearing a light coloured jumper with a pattern called on an elderly person and said he had to come in to see to the water!

These type of offenders tend to travel to find their next victim so please be alert.

Please alert your neighbours to be extra vigilant at this time.

October 5th 2009


Please be aware there has been a distraction burglary just over the border
in Northants at Middleton Cheney today.

Offenders are described as white males in their 30s. One was wearing a
green jumper and the other a checked shirt.

Please be extra vigilant and keep an eye open for suspicious activity at
any elderly person's homes in your area.


OCTOBER 1ST 2009

There have been two distraction burglaries today in Garsington and
Aylesbury.

As these types of offenders tend to travel across our area
please can you make you neighbours aware.

The offenders in both cases said there was a problem nearby with water.

They asked the elderly resident to run their water until it came through
blue.

The offenders are described as white males with  dark hair. One was
wearing a brown jumper with writing on it and the other wearing dark
clothing.

Please keep a look out for any suspicious activity in your area and report
anything unusual immediately to the police using 999 if you believe there
could be a crime in progress.

Sightings are requested for a White Transit Van - Reg. No. NC04 LLR.

This vehicle is connected with Trading Standard Offences (Potential Rogue Traders/Distraction Burglars) and has been seen in the Banbury Area this week.

Ringmaster to All - Wednesday 15th July

 
After mid night on 13th July '09 on the A34 at Weston on the Green.

4 x offenders were seen to steal fuel from a Lorry.

Yesterday 2 tractors in Duns Tew Road, Hempton also had fuel stolen.
A Grey Ford Mondeo M226 PBW was sighted and made off.

There have been a number of thefts of tools from Vans across the area.

Last night alone Thefts occurred in Bodicote, Twyford and Bicester.
 
A Burgundy Ford Mondeo and a White Transit Van could be connected with the thefts.

Ringmaster to Cherwell - Friday 10th July
 
Two burglaries have occurred over the last week in the Bicester Area.

One occurred in Church Road, Ardley, Nr Bicester between 0900hrs - 1045hrs yesterday Thursday 9th July.
 
Entry was gained by smashing a rear door.
 
Another occurred last Thursday in Bure Park, Bicester between 1230hrs - 1250hrs.

Entry was gained again at the rear of the property, through a window.
 
A silver misubishi car, possibly a 'Y' reg maybe connected with both incidents.
 
These are possibly travelling criminals who are likely to hit anywhere within our area.
 
Please be extra vigilant and report anything suspicious to the police.

Thursday 25th June
 
There was a theft of a vehicle yesterday morning at 10am in Adderbury.

The owner of the vehicle left the keys in the ignition whilst unloading
shopping.
 
Please remain extra vigilant and please remember not to leave keys in
vehicles whilst unattended, always remember to lock and secure you
vehicle.

We have had reports that over the last few weeks of antique dealers in the area looking to buy antiques. They may leave a leaflet and then call back.

If you have any such callers at your door then please do not give them access to your home or property.
 
If you have any information about such dealers that have called recently can you please call us and ask for your message to be passed to PC Steve Dixon at Banbury.
 
As always we would like to remind you to never deal with cold callers at the door and when answering your front door you should ensure the back door is locked!

Faulkner Close Adderbury. 3 males seen.Possibly water board m.o. No more details at this time.

Several Distraction burglaries took place yesterday throughout Thames Valley Police Force.
One took place within Cherwell at 20.30hrs, Ploughley Road, Lower Arncott, Bicester.
 
A Young Irish male called at house and asked to look at the back fence as he was doing work on the adjoining farm.
 
A second male entered the house whilst resident was distracted.

20th May

Over the past 7 days there have been a large number of distraction
burglaries in the area of Thames Valley and other forces - West Midlands, Staffordshire, Northants and Warwickshire.

In each case the offenders have created an emergency situation about water - mentioning explosions in several cases.

Several times a dark, maybe black BMW has been seen and registration numbers beginning with YK07, YX07 and VX07 have been noted.

Please be extra vigilant and if you should see a similar vehicle in
suspicious circumstances please note the full registration number and call the police immediately.
 
 
19th May
 
This is just a warning that there is still a problem with theft of number plates particularly in the rural areas most recently in the areas of Fewcott/Fritwell and Ardley. Please be extra vigilant and if you should see any suspicious activity please contact the police immediately.

There are kits available from car accessory shops for securing number plates.
 
Tuesday 21st April.

Urgent Ringmaster to All -
 
Sightings are urgently requested for a Green Golf, Index Number VF53 BFV.

This vehicle was last seen in Banbury Town Centre at 12noon.

7th April
 
 Police are appealing for information following a non stop fatal road
 traffic collision on the 1st April 2009 between 5.30 - 6.00am.   A
 cyclist, a local 47 yr old widower with a 10 yr old son, was knocked down  and killed, on a stretch of the A413 between Gerrards Cross and Chalfont  St Peter in Buckinghamshire.   
 
The vehicle failed to stop.  Police are anxious to trace a  blue coloured vehicle which may have front  and nearside damage.  It may also have damage to the windscreen, roof and  side windows.
 
They  would like to hear from anyone who has seen or knows of :
 · a vehicle with similar damage.
 · somebody stopping and checking a vehicle with similar damage.
 · anyone who used to have a similar vehicle on their drive or garage which  has disappeared since the 1st April.
 
 · anyone who has started parking a vehicle in a garage that had previously  been on a drive.
 
 · anyone who has recently changed their blue vehicle.
